lightweight Motion JPEG server

This program is a cut-down version of Motion. Motion does a good job, but was a bit too CPU intensive (no way to disable movement detection for instance), and used nearly 90% of CPU cycles on our 400MHz sensor gateway. So I wrote this small V4L2 app to replace motion. It captures frames from a video device and generates a motion JPEG stream from it. FPS and JPEG quality (along with other video settings) can be changed on the fly.
